Robert F. Cleere, L.L.B
Attorney at Law


Bob is a member of the Arizona State Bar Association, and is admitted to practice law before all Arizona courts and the Federal Arizona District Court

Bob was born in Geneva, New York and received his Bachelor’s Degree from Hobart College in Geneva. He served on active duty with the Navy, then worked for the Navy Department and State Department while attending and graduating from Georgetown University Law Center in Washington, D.C. Bob and his wife, Jan, have three children, Kathy, Susan and Kevin.

Bob and Jan started the law practice in Phoenix in 1975. Jan was the office manager for a number of years. In 1998, she graduated magna cum laude from Arizona State University West with a Bachelor’s degree in American Studies. In 1999, Bob and Jan moved to Oro Valley, where they opened a second law office. Jan began an active, full time career in historical research, writing and speaking about the history of the Southwest. Kathy Cleere, J.D., M.B.A.
Attorney at Law

In 2001 Kathy, who is Bob and Jan's daughter, joined the family law business as a Legal Assistant. Kathy graduated from the William S. Boyd School of Law at the University of Nevada at Las Vegas in May 2009. She passed the Arizona State Bar in October 2009. She holds a Bachelor’s degree in Systems Engineering and a Master of Business Administration degree in Entrepreneurship and Marketing, both from the University of Arizona.

Kathy worked for several years as a consultant with Oracle Corp. serving as a Project Manager designing customized databases and applications for the United States Air Force. She was also a software consultant for a health care company in the Chicago area managing internal projects.

In 1996, Kathy moved back to Tucson and opened her own company, the Great Harvest Bread Co. After several years, she sold her interest in the business and started her own consulting firm helping new and existing businesses. One of her consulting clients was Cleere Law Offices. She assisted in opening and marketing the new Oro Valley law office when her parents moved from Phoenix to Oro Valley in 1999. She is now co-owner of Cleere Law Offices, P.C.  Kathy has two daughters, Karina ("Kari") and Anastasia ("Annie").


Kevin Cleere
Senior Paralegal

Kevin, who is Bob and Jan's son, is an Arizona native who has been working with Cleere Law Offices since he learned to type at the age of 16. Kevin is currently the Senior Paralegal with the firm.  

He helped manage the Phoenix office following the firm's expansion to Oro Valley in 1999. In 2013, Kevin and his wife, Rebecca, moved to Tucson with their two children, Kristopher and Vivien. Becky works for Cigna.

Kevin earned his Bachelor's degree in Fine Arts from the University of Arizona. He held various positions with the State of Arizona in the Departments of Environmental Quality, Education, and Economic Security. In 1996, Kevin transitioned to production work as the Technical Director of Theater Works in Peoria, Arizona. After that, he advanced to the field of commercial and corporate video production with Video West-AZ, Greg Wolf Productions, LLC, Chamber Music West and the Phoenix Film Festival. In 2003, Kevin launched his own company, Cleere Enterprises, L.L.C.


Carl Wohlgemuth, B.H., M.A., CF
Senior Legal Assistant

Carl began working with Cleere Law Offices in 2005. With his prior experience and skills in planning and finance, he is responsible for the office's financial management.

Carl graduated from Fresno State College with a Bachelor’s degree in Business Education and a Master of Business Administration.

He began a professional career as an instructor at the community college level in California, including Reedley Community College and Fresno City College, teaching business courses. From there he held business positions as Vice President of Planning and Vice President of Finance at Hesston Corporation.  After leaving corporate employment, he provided private consulting with a specialty in operational and strategic planning.  

Carl and his wife, Lavina, have lived in the Palm Village community in Reedley, California since 2015, when they moved from the Sun City Vistoso community in Oro Valley, where they had lived since 1990. Lavina was previously employed with the law firm as an Office Assistant.


Jody Indelicato
Legal Assistant

Jody came to Cleere Law Offices in 2018. A native New Yorker and now a 13-year resident of Tucson, Jody has an extensive background in local government, Real Estate and GIS (Geographic Information Systems). 

Jody enjoys volunteering, spending time with friends and family, and, most importantly, her four-legged kid, Archie.


Stephanie McDonald
Legal Assistant

Stephanie joined our team in 2019 after a diverse career, including government contracting, retail management, sales planning, logistics, project management and operations management. She now drafts legal documents for Cleere Law Offices.

Stephanie was born in the Netherlands to a Dutch mom and career Army Dad.  She spent her childhood between the U.S. and overseas.  She later joined the Air Force, working as a Defensive Avionics Technician, attended Wright State University in Dayton, OH and graduated with a Bachelor’s Degree in Business and Administration.  She began her career with the Army & Air Force Exchange Service (AAFES), a $10 billion retailer that serves the military worldwide.  Stephanie met her husband while working for AAFES. They moved to various locations over the years until Michael retired in 2014.  They moved to Tucson a short time later. They enjoy spending time with friends, family and Carlo, their furry family member.  They both love pickleball, hiking, good food, wine and sunsets.


Emily Jackson
Legal Assistant

Emily started at Cleere Law in June 2019. She earned her Bachelor of Arts in Linguistics at the University of Arizona and spent many years working with language communities overseas.

Emily and her husband have two children, a son in high school and a daughter in middle school. They all love the natural beauty of Oro Valley and the great sense of community here.

Emily enjoys travel, writing, gardening, and going for hikes with the family’s Siberian husky.


Barbara Senftleber
Legal Assistant

Barbara began working with the law firm in 2013 after retiring from a career in journalism. She now helps draft legal documents and manages the firm's website from her home in Atlanta, Georgia. Barbara is the spouse of Bob and Jan's daughter, Sue Cleere.

Barbara retired from Cox Media Group after years of editing and project management at The Atlanta Journal-Constitution. She also worked at the Miami Herald, Washington Times and the Englewood Herald.


Bernice Gardner
Office Assistant

Bernice joined our team in January 2016. She enjoys scanning and putting estate planning binders together. She has an AAS degree in Medical Office Technology from Iowa Lakes Community College in Spencer, Iowa.

Bernice lives with her husband Joseph in Oro Valley, AZ. They have three grown children and five grandchildren and one on the way.


Ruth Spyker
Office Assistant

Ruth joined the Cleere Law Office team in July 2018 as office assistant and receptionist. Greeting clients is a high point of her day as a self-described “people person”. Ruth and her husband, Greg, moved to Oro Valley in 1995 when a job transfer brought them from North Carolina, and they have never looked back.

Ruth’s favorite relaxation is coffee with Greg on the patio on cool mornings, enjoying the show put on by the hummingbirds at the many feeders they keep filled. Their backyard faces the mountains, and is a peaceful sanctuary in a busy world


Beth Monson
Client Relations


Beth has been with Cleere Law Offices since 2006. She is originally from Seattle and moved to Tucson after five years in Hawaii. As Client Relations, she works with businesses in the community. She also sets up seminars and arranges for Cleere Law Offices to attend health fairs in Oro Valley and the northwest part of Tucson.

As she works part time, she and her husband Charlie plan to travel to places they really enjoy, like England, Norway and many sites across the United States.
